Introduction to National Integration Council



The NIC seeks to achieve the following outcomes:

1. A landscape of vibrant 3P social integration initiatives that comprehensively meet integration needs;

2. A sustainable, active network for effective social integration efforts across Singapore;

3. The internalisation of core Singaporean values among Singaporeans and others living, working, and playing in Singapore.


The following principles guide Singapore's efforts at fostering communal harmony:

1. Open Doors – Encouraging Interaction
The NIC aims to encourage newcomers and locals to expand their social circles to include each other. The NIC will look at ways to encourage people to become friends as they take part in the same activities.

The NIC will also link up organisations who want to do more for integration. They may have limited resources on their own, but together they can drive new projects that draw local and newcomer families closer together.

2. Open Minds – Enhancing Communication 
The NIC aims to enhance communication between locals and newcomers, and facilitate a meeting of minds for integration. To do so, the NIC will help overcome language barriers, and create platforms for all to share ideas and knowledge on integration.

It will take time and effort for Singaporeans and new immigrants to understand one another. Both parties will be encouraged to take the time and patience to interact with one another, dispel negative misperceptions and reinforce positive mindsets in order form healthy relationships.

3. Open Hearts – Reinforcing Commitment 
The NIC would seek to connect all who live, work and play in Singapore to our country’s pulse and soul. All new citizens will have to go through the Singapore Citizenship (SC) Journey, to open their hearts to fully integrate into life in Singapore society. New immigrants will also be encouraged to volunteer, as an expression of their attachment to Singapore, and their commitment to our spirit of community self-help. 

The NIC will work with National Volunteer & Philanthropy Centre (NVPC) to raise awareness of volunteering opportunities through programmes such as the SC Journey, and volunteer matching platforms such as Singapore Cares.
